IBM's BIOS Update Tool Can't Fix the Error It Was Built to Fix

ThinkPad I9990303 Error Catch-22

A 1994 ThinkPad 750C throws error I9990303, which blocks BIOS setup and the PS2 utility. The error points to corrupted flash memory, but IBM's UPDTFLSH.EXE refuses to run because power management is disabled—a Catch-22. The author disassembles the utility, patches out the power-management check, and reflashes the BIOS. The error disappears, setup works again, and the laptop boots normally.

And there’s the Catch-22: A non-critical part of the BIOS flash storage is corrupted, which is something that re-flashing the BIOS would almost certainly fix. But the IBM BIOS update tool does not work because of the error caused by the flash being corrupted.
