San Francisco Adopts the Illegal Bike Lane Activists Built Overnight
Guerrilla Bike Lanes: San Francisco Makes Illicit Infrastructure Permanent (2016)

After two cyclists were killed in hit-and-run collisions, an anonymous group calling itself the San Francisco Transformation Agency installed protected bike lanes with traffic cones and soft-hit posts along Golden Gate Park — illegally. Normally cities tear such guerrilla interventions down. This time, SFMTA chose to keep the posts and make the change official, signaling the city is open to faster street-safety progress. Similar efforts in Seattle and New York met mixed fates.
Generally, we have no choice but to remove cones and posts that do not go through an official process, because it's a code violation to place objects in the roadway, and they could create conflicts for various types of traffic.
