England to charge universities £925 a year for every international student

Starting August 2028, universities in England will pay an annual levy of £925 for each international student beyond a 220-student exemption, covering both new and existing enrolments. The government projects £445 million ($594 million) in first-year revenue, affecting recruitment from China, India, Nigeria, Pakistan and Bangladesh. Universities warn the charge, on top of falling overseas enrolment, could push up international tuition fees and strain budgets.

It is a daft policy, and that is evident from the way that international recruitment trends have been unfolding this autumn. The Government's projections about the income it will raise are already unrealistic.
