Finland orders a million landmines after quitting the Ottawa Convention
Finland Buying a Million Landmines

Preparations began after Finland's withdrawal from the Ottawa Convention took effect in January, driven by a worsening security environment. Colonel Riku Mikkonen says about half a dozen Finnish companies can build the mines; Prime Minister Petteri Orpo has called Russia a long-term threat.
