The Pentagon Wants 3,203 PAC-3 Interceptors. Its Suppliers Have Never Built Anything Like That.
How Quickly Can the DoD Rebuild and Recast the Munitions Industrial Base?

CSIS analysts Jerry McGinn and A.J. Dilts trace how the Pentagon's FY 2027 budget request reshapes the munitions industrial base: PAC-3 MSE requests jump 839 percent, THAAD 2,216 percent, and Tomahawk 1,740 percent, while new framework agreements with Lockheed Martin and RTX aim to lift annual output. Yet the authors argue the real shift is toward cheap, producible weapons — roughly 49 percent of requested munitions units cost under $600,000, rising past 70 percent by FY 2031.
These and other exquisite legacy systems were fundamentally built for performance and not designed or funded for production at scale.
