OpenSSL 4.1.0 finally brings DTLS 1.3 support
OpenSSL 4.1.0 is a feature release adding DTLS 1.3 (RFC 9147), RFC 8701 GREASE, DTLS support in the SSL listener API, IKEV2 KDF, and initial Elbrus2000 (e2k) architecture support. It also ships optimized ML-DSA and ML-KEM operations on ppc64le and x86_64, drops the Windows-on-Itanium and Windows CE targets, and removes the misleading no-ecdsa and no-ecdh options. Several DTLS 1.3 bugs are known and fixes are planned.
Dropped no-ecdsa and no-ecdh options from Configure, as these options did not really disable the implementations.
