USPS Failed to Properly Handle Some Primary Election Ballots, Audit Finds
A new inspector general audit found that some USPS facilities failed to properly handle primary election ballots, with gaps in training, tracking, and postmarking that risked late or rejected votes. The findings come as the Supreme Court considers whether to let USPS regulate mail voting under a Trump executive order, and election experts say the agency is not ready for the added demands of November.
The administration and USPS are simply incapable of successfully meeting vast and radical new responsibilities under the president’s executive order.

This is one reason why mail–in ballots should all be barcoded. The USPS would scan the barcode each time the envelope was handled generating a history that shows how it made its way through the postal system. The history of any ballot that arrived late could be examined to find out where the postal system failed.
